New York State Affordable Multifamily Energy Efficiency Program
Affordable multifamily buildings with five or more residential units may qualify for energy efficiency incentives up to $2,000 per dwelling unit.
We’re offering incentives for the installation of energy-efficient equipment and technology so you can reduce overall energy use and maintenance costs while increasing operating efficiencies and improving tenant comfort. Efficient buildings also release fewer carbon emissions, providing a big boost toward New York State’s ambitious climate goals.
The Affordable Multifamily Energy Efficiency Program (AMEEP) is a combined effort of the Joint Utilities of New York—a coalition of energy companies operating across the state, including Con Edison, Orange & Rockland, Central Hudson, National Grid, National Fuel Gas, and NYSEG/RG&E—and New York State Energy Research and Development Authority (NYSERDA).
Who Can Participate?
Customers in New York City and Westchester County, including those with Con Edison electric service and National Grid gas service. Property owners or managers of existing affordable multifamily buildings with five or more residential units. Supporting documentation, such as regulatory agreements or mortgages from housing agencies, must be provided. View a full list of accepted documentation.

Determine Your Program Pathway
To apply for the program, you’ll need to determine which pathway your project falls under—the Comprehensive Pathway or the Non-Comprehensive Pathway.
The Comprehensive Pathway is great for whole building retrofits or projects that involve upgrades across multiple building systems. The Non-Comprehensive Pathway is suited for projects with one or a few measure upgrades.

Comprehensive Pathway Overview
The Comprehensive Pathway is for more intensive retrofit projects across multiple building systems, such as heating and cooling, insulation, and lighting. It uses a points-based incentive structure, where projects must accumulate 100 or more points to qualify. This pathway also:
- Allows for more dramatically improved energy efficiency.
- Is ideal for large projects or whole building retrofits.
- Offers higher incentives and a mid-project incentive payment.
Incentives are provided on a dollar-per-dwelling-unit basis with two tiers of incentives based on the project’s total points:
- Tier 1 (100–149 Points): $1,500 per dwelling unit
- Tier 2 (150+ Points): $2,000 per dwelling unit

How to Apply for the Comprehensive Pathway (≥100 Points)
- Submit an Interest Form to be contacted by our authorized contractor, Willdan Energy Solutions. Willdan will provide you with information about incentives you qualify for and how you can apply for them.
- Complete the Affordable Multifamily Energy Efficiency Program Application (PDF) and include any required paperwork.
- If approved, develop a scope of work. Participants can complete an energy audit with a NYSERDA FlexTech Consultant for assistance in identifying energy efficiency opportunities and determining the initial scope of work.
- After your scope of work is determined, Willdan will guide you through the rest of the process, including equipment installation and incentive payment.
Non-Comprehensive Pathway Overview
- Ideal for smaller upgrades of a measure, projects that do not hit the 100-point minimum for the comprehensive pathway.
- Incentives are determined by equipment installed and/or energy savings.
- There is no minimum points threshold per project.
How to Apply for the Non-Comprehensive Pathway (<100 Points)
- Submit an interest form to be contacted by our authorized contractor, Willdan Energy Solutions. Willdan will provide you with information about incentives you qualify for and how you can apply for them.
- Complete the Affordable Multifamily Energy Efficiency Program Application (PDF) and include any required paperwork.
