Energy Affordability Program
You may qualify for a discount on your monthly energy bill if you receive benefits from the following eligible governmental assistance program.
You’ll be enrolled automatically if an agency notifies us that you receive benefits from these eligible governmental assistance programs:
- Home Energy Assistance Program (HEAP)
- Supplemental Nutrition Assistance Program (SNAP) – NYC SNAP, Westchester SNAP
- Supplemental Security Income (SSI)
- Direct Vendor or Utility Guarantee
- Temporary Aid to Needy Families (TANF) – NYC TANF; Westchester TANF
- Safety Net Assistance (SNA) – NYC SNA, Westchester SNA
You will not be enrolled automatically if you receive benefits from any of the following eligible governmental assistance programs:
- Medicaid
- Federal Public Housing Assistance
- Veterans Disability or Survivors Pension
- Lifeline Telephone Service Program (Lifeline)
If living on tribal lands:
- Bureau of Indian Affairs General Assistance
- Head Start
- Tribal TANF
- Food Distribution Program on Indian Reservation (FDPIR)
How to See if You’ve Been Enrolled Automatically
After you’re enrolled automatically, we’ll send you a letter to let you know and provide details about when you can expect to receive a discount on your monthly energy bill.
Not sure if you received a letter? To check your enrollment in the Energy Affordability Program, you can either log into My Account or check your bill.

Effective December 1, 2023
Qualifying customers will also be signed up automatically for Budget Billing. If you’re behind on your energy bills, you’ll be enrolled once your outstanding balance is paid. If you’d like to opt out of Budget Billing but stay enrolled in the Energy Affordability Program, please contact us.
Home Energy Assistance Program (HEAP)
HEAP helps income eligible customers pay the cost of heating their homes. If you are eligible, you may receive one regular HEAP benefit per program year.

If you are in danger of running out of fuel or having your energy service shut off, you may also be eligible for emergency benefits. If you are eligible, the Emergency HEAP Benefit can help you heat your home if you are in a heat or heat related emergency.
EnergyShare
If you’re a residential customer, you may qualify for up to $200 toward your bill annually per EnergyShare season.
To qualify, you must:
- have made at least one good-faith payment toward your bill within the last 12 months, and;
- be eligible for government financial assistance and/or meet federal Home Energy Assistance Program (HEAP) income guidelines.

Governmental Assistance Programs for Business Customers
As a New York business owner, you may also be eligible for governmental assistance programs through New York State Energy Research and Development Authority.
